Presentation of Strategic planning for the optimal development of human settlement use in the coastal zones of Hormozgan province

Coastal zone historically considered as main place for human settlements, in order to achieve sustainable development, suitable planning is required for these area. In present study, the development of human settlements was evaluated as one of the development uses with the aim of providing a strategic plan for the appropriate development and usage of these areas using integrated model SWOT-ANP in coastal zone of Hormozgan province in 2018-2019 conforming to the integrated management of coastal areas. In current study, the potential and capability of Hormozgan province was recognized particularly human settlements. Therefore, we first identified the internal (strengths and weaknesses points) and external factors (opportunities and threats) of the studied condition. Afterward, the analytic network process (ANP) and super decision software in the SWOT matrix were used in order to evaluate and prioritize of these factors, as well as, compilation and develop the proposed strategies. The results of assessment revealed that the strategies to prevent unprincipled change the land usage through the codification and implementation of an integrated coastal management program, establishing and institutional strengthening related to the appropriate development of human settlements, suitable planning to cope the existing settlement problems, municipal management and planning as well as appropriate culture extension to the local community using the collective wisdom and participatory of the people, ensuring residence security, the residence right recognition to inspire the ownership sense for homes stabilization in the coastal of the province, which are components of the (ST) strategies with a 0.358 score was the best strategies and compilation of comprehensive plans for the environmental coasts of province and integrated management of the urban environment, physical improvement of the settlements by providing long-term loan and elevating the settlements quality, implement decentralization policies and prevent the excessive growth of settlements in the center of the province, implementation of a comprehensive plan for the province management to improve the quality of public social welfare in line with the sustainable development, which are part of SO strategies. Also, SO strategies with a score of 0.292 were the next priority strategies for the desirable development of human settlements at the coasts of Hormozgan province.
